Position Summary: The medical director is responsible for all functions of the Medical Department and provides primary health care services consistent with the philosophy of Pit River Health Service. This involves the delivery of family oriented medical care services as well as provides general professional guidance of primary care staff. The Medical Director is responsible for assuring the highest standard of medical care and compliance with all regulatory and professional guidelines. The Medical Director oversees medical staff policies and procedures and health care delivery to assure quality patient care.

Specific Duties and Responsibilities:

  1. The Medical Director will be given 25% administrative time per week to perform administrative functions and duties of the position. The remainder of the time will be conducting patient care.
  2. Renders diagnostic treatment, consultation, referral and emergency and other services to persons served, maintaining a productivity rate of three patients per hour.    
  3. Participate in planning, directing, and coordination of medical services in the service delivery area, in compliance with PRHS goals and objectives.
  4. Conduct monthly Medical Staff, Medical Quality Assurance and Pharmacy & Therapeutics Committee meetings. Serve as a member on standing committees of the PRHS such as the QI Committee, AAAHC committee, Pain Management Committee, Case Management committee, Telehealth Committee, and other ad hoc committees as needed.
  5. Plan, develop, review, update, and approve medical protocols, in conjunction with medical and administrative staff.
  6. Responsible for continuity of patient care, referrals for specialty care, patient placement, and utilizing community resources.
  7. Provide consultation on annual budget for medical equipment, supplies, and staffing.
  8. Supervise, coordinate, and evaluate the medical staff, inform the Executive Director of problems that affect efficiency of the medical department.
  9. Responsible for establishing a system of accountability for all providers to include productivity benchmarks, performance measures and controls for clinical quality assurance.
  10. Assist in the hiring process of medical provider personnel and make recommendation for position change and/or dismissal.
  11. Maintain, review, and update medical policies and procedures annually.
  12. Act as liaison for Pit River Health Service and medical community in service delivery area.
  13. Assist and prepare for the program review by Accreditation Association for Ambulatory Health Care (AAAHC). Correct any findings of noncompliance
  14. Ensure the quality of medical services to all clients.
  15. Act as Chairperson for Credentials and Privileges Committee for medical staff
  16. Maintain all required licensing, certification in good standing.
  17. Complete all necessary Medical charting, administrative tasks, and other assignments in a timely manner.
  18. Maintain a written agreement with the Family Nurse Practitioner (s) regarding standardized procedures of care.
  19. Provide training, mentorship and leadership to staff providers giving guidance in best practices, including telephone consultation for staff when not present in the clinic.
  20. Provide telemedicine service for medically appropriate patients.
  21. Supervise, coordinate and ensure quality of telemedicine protocols and evaluations with remote guidance.

Qualifications:

  1. Graduated from an accredited medical school.
  2. Licensed to practice Medicine in any state of the U.S., preferably Board Eligible/Certified in Family Practice.
  3. Minimum five (5) years experience in a management position in a medical facility.
  4. Must have knowledge of regulations and standards of various regulatory and credentialing groups; i.e., Medicare, Medicaid, and AAAHC Standards.
  5. Must have knowledge of Quality Improvement measures and methods, such as PDSA cycles.
  6. Proficient in the use of electronic health records systems; preferably RPMS.
  7. Working knowledge of associate health profession i.e., dental services, mental health services, nutritional services, etc.
  8. Must possess active Drug Enforcement Administration (DEA) certification.
  9. X-waiver certification to prescribe MAT services, preferred. One year to obtain if provider does not have.
  10. Experience in communicable disease response in the outpatient setting preferable.
  11. Knowledge of personnel management and development of clinical leadership.
  12. Must be culturally sensitive to Native American traditions, and customs of the community and members served.
  13. Experience working with underserved communities.
  14. Preference will be given to Native Americans in accordance with P.L. 93-638.
  15. Be willing to submit to and pass pre-employment drug screening tests.
  16. Must possess a current BLS, PALS, and ACLS card.
